Since 2013, The JW Group (JWG) has provided passenger processing consulting services for Tampa International Airport (TPA). The first project started with a detailed analysis of the impacts of common use to determine if a common use implementation was feasible at TPA based on the operating environment and interests of passengers and airport stakeholders. By developing a demand-capacity analysis and analyzing resources, flight schedules, forecasted schedules, airline initiatives, physical and operational constraints, and common use technologies, a determination that common use was a feasible option for the Airport was determined. Following the justification for common use, an implementation plan was developed that laid the framework for a phased implementation approach. Phase 1 common use passenger processing implementation included 10 gates, 36 ticket counters and 12 airlines move to common use. Phase 2 of the project included an additional 17 gates, 28 ticket counters and 6 additional airline interfaces. Phase 2 also included the deployment of a Resource Management System (RMS) and Airport Operational Database (AODB) that enabled the Authority’s Operations Department to manage, track and keep statistics/usage of all shared use resources at TPA. As part of the Remote Rental Car Center (RCC) project, 9 CUSS kiosks and 6 ticket counters were deployed for one of the first remote rental car bag check facilities in the United States. The JWG provided the planning, design, cost estimates, procurement documentation, RFP development, procurement support, and implementation oversight for both Phase 1 and Phase 2 as well as the RCC project. In addition, outlines for policies, procedures, and cost recovery models that accompany the common use implementation were developed. In 2021, the JWG was asked to develop the planning, design, procurement documentation and implementation oversight of the next phase of the common use expansion which will include additional gates, ticket counters, kiosks, self-bag check, touchless and biometric technology.
